Dr. Xu is an Assistant Professor of Public Administration and Policy, Auburn University Montgomery. He previously taught at Rutgers University and Jackson State University. He is a member of the American Society for Public Administration (ASPA) and a Board Member of ASPA Section of Public Performance and Management.  He is also a member of the editorial boards of Journal of Public Management and Social Policy and Chinese Public Administration Review (CPAR) . He jointly conducted a one-year policy research project for the U.S. Congressional Research Service on a comparative study of the Canadian financial system, and worked at the Office of Examination of the U.S. Farm Credit Administration in McLean, Virginia, as Assistant Policy and Financial Analyst. He was a senior project officer at Foreign Capital Project Management Center of the State Council Office for Poverty Alleviation and Development in Beijing for four years (1997-2001). In that capacity, he worked extensively on major foreign-assisted poverty reduction and rural development programs and poverty policy research initiatives in China. He collaborated with major international development agencies and donor organizations such as the Asian Development Bank, the World Bank, UNDP, DFID (of the British Government), and CARE Japan; He also coordinated project design and implementation, poverty research and conferences, policy consultations, study and training programs with various ministries and levels of the Chinese government, key domestic and overseas research and training institutions such as the Chinese Academy of Social Sciences and Harvard Institute for International Development, and domestic non-governmental organizations (NGOs) such as China Foundation for Poverty Alleviation. His research has appeared in regional, national, and international conferences, and book chapters and journals, including Public Administration Review, Journal of Public Budgeting, Accounting, and Financial Management, Journal of Public Affairs Education, Public Administration Quarterly, State Tax Notes, Handbook for Research Methods in Public Administration, Citizen 2.0: Public and Governmental Interaction through Web 2.0 Technologies, Comparative Health Systems: Global Perspectives for the 21st Century, and Encyclopedia of Public Administration and Public Policy.
